Melt fat and add flour, stirring with a whisk until smooth. Combine base with water and mix well. Add to fat-flour mixture, stirring. Bring to boil and allow to simmer 3 minutes, stirring occasionally. OTHER USES: Omit the fat and flour to prepare a vegan broth. Use the base in other recipes to enhance colour and flavour.
